I'm sadly not convinced it's possible to reconcile the conception of Atlantis Howard presents in his "The Moon of Skulls" and also "Skull-face," which appear to be the same Atlantis, with Atlantis of Kull. There just appear to be too many differences between what those stories describe and what is presented in the Kull stories.
I'm gonna call Howard's other Atlantis "Skull Atlantis" or "Brown Atlantis." Perhaps in the two "Skull Atlantis" stories he is presenting a conception of Atlantis more accessible to the common person, so as not to confuse them, as opposed to the barbarian kingdom of his Kull stories.
