I just finished Conan the Rebel by Poul Anderson. The story starts during the time period that Conan was with Belit (Anderson gives Belit a completely underwhelming back story (and brother) which IMO takes away all the mystery/mystique of the REH characterization), and then proceeds to not feature her for the next 80% of the book. Rebel is a quick/fun read, but would have been better without the unnecessary tie in to the "Queen of The Black Coast".

I read it many years ago and was disappointed because I expected some exciting pirate adventure while as far as I remember most of the action occurs in Stygia

That sounds disappointing. I haven't read any of the Tor pastiches, Poul Anderson's Conan the Rebel I was interested because it is Poul Anderson but it looks like a meh story.

I've read 99% of Conan pastiches and I would put Conan the Rebel in the middle/low-middle of the pack. That said maybe it's because I had high expectations? If I re-read it tomorrow maybe I'd think "well, that was actually good".

Conan of the Red Brotherhood and Conan, Scourge of the Bloody Coast are indeed piratical adventures on the Vilayet Sea if I remember correctly (I read them 10 years ago). Shadow of Vengeance also occurs while Conan is a captain among the Vilayet's Red Brotherhood. Even if the action takes place on dry land it's the best pastiche i've read. What about Sprague de Camp's Conan the Buccaneer?
