Yes; the Earth's atmosphere refracts blue and green wavelengths, leaving only red to penetrate the Lunar surface closest to the shadow.

I remember the first time I saw a lunar eclipse as a young man with Bible verses ringing in his ears. The sight of the moon turning to blood as I stood watching in the dark streets is one I will not forget.
